Interstate Compact on Educational Opportunity for Military Children
The mobile military lifestyle creates challenges for children who attend many different school systems from kindergarten to twelfth grade. To help overcome these educational transition issues, the Office of the Secretary of Defense collaborated with the Council of State Governments to develop the Interstate Compact on Educational Opportunity for Military Children. This voluntary Compact is an agreement between member states to address certain school transition issues for military children in a consistent manner

Many states have passed legislation to join the Compact. More information may be found at the Military Interstate Children's Compact Commission, and a map of the member states may be found at the USA4Military Families website. While there has been considerable commitment made by states, there is still much that needs to be accomplished in order to have the Compact implemented within the schools of these member states

The DoD Education Activity (DoDEA) complies with the provisions of the Compact in both the overseas and domestic schools. In return, member states are expected to apply the provisions of the Compact to DoDEA students

Compact provisions apply only to students transferring from a member state to a member state. If a state is not a member of the Compact, they are not required to comply with its provisions.  (Washington is a member state) The Compact provisions related to transition issues fall in to four major categories: 

Enrollment
 - Educational Records
 - Immunizations
 - Kindergarten & First Grade Entrance Age
 
Placement & Attendance
 - Course & Educational Program Placement
 - Special Education Services
 - Placement Flexibility
 - Absence Related to Deployment Activities

Eligibility
 - Eligibility for Student Enrollment
 - Eligibility for Extracurricular Participation

Graduation
 - Waiving courses required for graduation if similar course work has been completed
 - Flexibility in accepting state exit or end-of-course exams, national achievement tests, or alternative testing in lieu of testing requirements for graduation in the receiving state
 - Allowing a student to receive a diploma from the sending school instead of the receiving school
